HTTP status:503(server)
Problem. A package download was refused with 503. Cause. The
proxy could not read the organisation’s policy list (usually a database
error or timeout), so it could not decide whether the download is
allowed. It refuses rather than serve the package unchecked. This is not
a verdict about the package. Fix. Retry; package managers retry 503
on their own and the next attempt normally succeeds. If it persists,
operators should check database health; the request is recorded with
reason enforcement_unavailable:policy. HTTP 503, with Retry-After.
