Problem. The upload was rejected before parsing. Cause. The file
carried zero bytes, so no packages were read and no target was created.
Fix. Upload a CSV whose first line is the header
name,ecosystem,version, followed by one line per package. Kept separate
from CHW-8322 on purpose: “your file is empty” and “your header parsed
but no rows followed it” need different remediation, and CHW-8322’s text
would send you hunting for rows under a header that was never read. HTTP 400.
