Problem. A target read or mutation returned 404. Cause. No
monitored target with this id is visible to the caller’s organisation.
Fix. GET /api/v1/targets for the current ids. The code deliberately
does not distinguish “deleted” from “belongs to another organisation” —
telling those apart would be a cross-tenant existence oracle. HTTP 404.
