Reason:TOO_MANY_ROWS
Problem. The file parsed but was not stored. Cause. It declares
more package rows than one target accepts
(DefaultRecomputeMaxRows). Distinct from CHW-8323 because the fix
differs — a small file can still blow the row cap, and compressing it
will not help. Fix. Split the branch inventory across several
targets. The response names the limit and the row count. HTTP 413.
