Problem. The file parsed cleanly but produced zero package rows. Cause. A CSV header with nothing under it, or a CycloneDX document with no components. Fix. Add the rows and upload again. This is deliberately an error rather than a target with an empty package set: an empty target reports clean forever, and silence that reads as “nothing is wrong” is the one outcome a monitoring product must never produce. HTTP 422.
