Problem. The upload was rejected before parsing. Cause. The body
is not UTF-8 text — it decoded as UTF-16, which is what Excel’s “Unicode
Text (*.txt)” save produces. A UTF-8 BOM is stripped silently and is
not an error. Fix. In Excel, re-save with File → Save As → CSV
UTF-8 (Comma delimited), then upload again. HTTP 415.
