Problem. NuGet FindPackagesById() could not fetch or parse its
upstream flat-container index. Cause. The upstream server timed
out, returned malformed JSON, or the response body could not be read.
Fix. Retry; if persistent, confirm the upstream mirror is healthy
and that the proxy’s outbound network still works. HTTP 502.
