Reason:RATE_LIMITED
Problem. A Docker push was refused with 429. Cause. Blob uploads
are held in memory until they complete, so they are bounded: one client may
have at most 16 uploads open, and the proxy holds at most 2 GiB of upload
data at a time. This push would have passed one of those limits. Fix.
Retry; Docker backs off on 429 and retries on its own. If it persists, push
fewer images in parallel from the same client. HTTP 429, with Retry-After.
