HTTP status:409(client)
Problem. Deleting a policy returned 409. Cause. The policy is
system-managed (its id starts with system:, e.g.
system:slsa-baseline-tier1); system policies are part of the enforcement
substrate and are re-seeded at startup, so they cannot be deleted. Fix.
Disable it instead: chainsaw policy disable <id> or set its status to
disabled via the API. HTTP 409.
