Problem. /api/billing/checkout rejected the seats field for
the Team plan. Cause. The requested seat count is lower than the
organization’s current member count (the platform-operator seat is not
counted; CI/service tokens are not members). Fix. Buy at least as
many seats as you have members, or remove members first. HTTP 400.
