Reason:ARTIFACT_URL_UNVERIFIABLE
Problem. A composer, CocoaPods or pub download returned 503.
Cause. The check described under CHW-2308 could not read the
package’s metadata (upstream error or timeout, with no cached copy), so
the token’s URL could not be confirmed and was not fetched. Nothing was
found wrong with the package. Fix. Retry; the response carries
Retry-After. If the upstream registry is down for long, the server log
line encoded download path not declared by package metadata with
unverifiable=true names the path. HTTP 503.
