Problem. A Billy AI assistant endpoint returned 503 even though the
caller’s plan includes billy. Cause. The operator has not set
OPENROUTER_API_KEY on the process, so there is no upstream model to
proxy chat to. Fix. Ask the operator to set OPENROUTER_API_KEY and
restart the server. The UI parses the message to differentiate this from
a plan-gate refusal. HTTP 503.
