Problem. The endpoint rejected a caller who otherwise has
org.members.update permission. Cause. Creating, editing, or
deleting a role — as opposed to a regular member action — requires
an org-admin, owner, or global-admin tier regardless of how many
permissions a custom role accumulates. Fix. Ask an org admin,
owner, or global admin to perform the change, or elevate the caller’s
role. HTTP 403.
