Reason:INSUFFICIENT_SCOPE
Problem. The caller is authenticated but lacks permission for this
endpoint or resource. Cause. The caller’s role does not grant the
required permission (e.g. org.members.read, org.policy.write) for the
target org. Fix. Ask an org admin to grant the required role, or use a
credential that already has it. HTTP 403.
